If Bush wants Congress to get things Accomplished why does he keep Vetoing bills they P?

Clinton did the same thing and was able to get Congress to get things done. Rather than wasting time and sending things Congress knows will be vetoed, they should send bills containing things that will p. I'm not saying rubber stamp, I'm saying get the things both sides agree on through first, then hash out the contentious issues. Instead the DUmmies are running around chasing their tails getting nothing done.
